What is planting design and when is it the best option?

Planting design is garden design without any changes to the hard landscaping. It's an ideal solution if you're happy with the patios, paths etc but are not happy with how your garden looks - perhaps it looks boring in Winter, perhaps it looks mismatched, maybe the plants you buy often die. It’s not just about aesthetics though - good planting design can provide function too, for example providing privacy from neighbours or by defining different areas of your garden. It can even reduce the time required to maintain your garden (yes more plants can = less effort) through ground cover preventing weeds, to low maintenance plant selection.
